IBM Wins DoJ Financial Management Award17 January 2006
IBM today announced it won a Blanket Purchase Agreement (BPA) to streamline and modernize the Department of Justice's financial management system. The BPA includes a base ordering period of one year with six additional one-year ordering periods. Task orders can be issued by the Department of Justice throughout the term of the agreement. The BPA has a potential value of approximately $150 million. Historically, the various components within the Department of Justice used their own financial management systems. Some chose commercial packages while others built their own. These disparate systems made financial management challenging to the department, making them more costly and inefficient. Under the agreement, IBM will implement an integrated financial management and procurement system based on CGI-AMS's Momentum™ software, a commercial off-the-shelf product specifically tailored to the government market. IBM will install the Core Accounting/General Ledger, Financial Management Reporting, Payment Management, Receivables Management, Funds Management, Cost Management, and Procurement modules of Momentum for DoJ. With UFMS, USDOJ expects to realize the following benefits: -- Standardize financial management processes and make them more efficient -- Promote information sharing across the department -- Enable an enterprise-wide view of the department's budget and spending -- Enhance system security and financial accountability -- Provide useful information to internal decision makers and legislators In addition to CGI Federal, IBM's partners on the BPA are: BEA Systems, BearingPoint, COMSO, Delta Solutions, Nortel PEC, Unisys, Codesoft and Collins Consulting. The award marks the second major win in two weeks by IBM's federal unit, based in Bethesda. On Dec. 31, the Defense Department awarded IBM a contract to provide IT support services for the DoD's worldwide commissary sales. That contract consisted of a five-year base period and five option years, with a potential value of more than $270 million. The new system, known as the Defense Commissary Agency's Commercial Advanced Resale Transaction System, or CARTS, will replace the current point-of-sale system.
