Thomson Partnership Set to Accelerate Chinese Innovation

The creation of the Ministry of Information Industry (MII) -- Thomson Joint Lab for Intellectual Property Development means one of the world's fastest growing economies, China, is now empowered with the most innovative and comprehensive knowledge tools from Thomson. At a meeting held in Beijing on December 1, 2005, the agreement was hailed as a significant step forward in China's pursuit to discover new and better ways to develop technology.
The Joint Lab will be located in the MII-China Silicon Intellectual Property Public Service Platform (CSIP) building, and will equip Chinese researchers with the most complete and accurate resources for scientific innovation, including the most advanced and powerful scientific and knowledge tools for patent and literature search and analysis.
The mission of the lab is:
* To promote the rapid development of intellectual property within the IT
industry
* To educate researchers throughout China about efficient and effective
ways to conduct research using world class intellectual property
research and analysis tools
* To work together to accelerate the awareness and capabilities of (self
made innovation) Chinese companies.

About MII-CSIP
MII-China Silicon Intellectual Property Public Service Platform (CSIP, http://sip.csip.org.cn/csip/ ) With the support and coordination between the National Information Office, National Development and Reform Commission, Ministry of Science and Technology (MST) and Ministry of Finance, the Ministry of Information Industry leads to build up China National Software & IC-IP Platform (CSIP). It is a public service organization that guides industry development with the provision of resources and technical services to Chinese software and IC enterprises. It is funded by MII Electronic Improvement Fund.
Cooperating with Microsoft Corp. and Hewlett-Packard Corp. (HP), CSIP set up two software development labs (Windows/.net with Microsoft Corp. and Linux with HP) and one embedded system Lab(Windows CE with Microsoft). Microsoft will invest about US$10 million over a two-year period in software development lab and RMB 80 million in Windows CE embedded system lab; HP will invest about $23 million over a three-year period to establish a lab for the development, testing and certification of Linux software.
With the powerful supports of financing and policy from government, CSIP will become one of the most authoritative, non discriminatory, remarkable not- for-profits service organizations to provide software and IC enterprises with advanced network collaborative development environment, software development, software evaluation and authorization, software standardization, IP transaction, IP protection consultation, IP evaluation and verification, IP design and IP reuse environment, solutions for customized IP/SoC development and MPW services etc.
